What counts against board completion rate?

Specifically, it seems like standing up while you're the dummy counts against it, if this is true, could it be modified?

I don't know if it can be modified, but i think it has always worked this way... some tourney hosts even announce on tourney chat "don't leave as dummy".

What's the problem with leaving as dummy? You're not holding anyone up.

b) Jumping between tables is legit, if I'm placed in a table I don't like (because my partner is an enemy, for instance), I should be allowed to leave without it counting against me.
c) How is the jumping a problem? Those people won't jump away after the hand is over, so what does it matter how many names flash as dummy while the hand is being played?
