Bid 3NT with Minimum hand but a 5 card

I don't remember the actual hand, so take it as a general question.
Vulnerable at IMP's: Do you bid 3NT or do you pass?

I can not imagine bidding anything other than 3N. 3 good reasons, 1 it might make, 2 they might mis-defend,3 they might make a bad lead. Even non vulnerable I would bid 3N.

Without any gadgets in my system, I would raise without hesitation.

However, on a theoretical level:

The 18-19 NT ougth to be included in a 2 bid by opener. So opener should be allowed to bid 3NT on a maximum weak opening. So if I had that agreement, I would pass. You know, the opponents migth make a good lead too, knowing partner has some sort of spade-tenace.

If partner is allowed to bid 3NT without showing anything than a desire to take the chance, then I pass. If I didn't, having 2NT as non-forcing wouldn't make any sense. I do not hold anything I haven't shown. Partner is at the table too, and has as much license as me, to shoot for tough games.

Is partner's S:Axx good enough stop?
I have C:Qxx for his suit.
I expect he has D:Axx for mine.

He didn't double to suggest a defensive hand. Me too.

I really have difficulties to pass 2NT vuln at IMP's, So I did bid 3NT.
The hand I gave was not exactly correct because East did lead a small for my partner's K and that gave here the 9th trick if East had the Q.
West had the Q.
