GIB after 2N Opener Raises to game with 3!

I may not be up on all the latest bidding theory, but this just seems wrong to me. I am limited to 20-21; a balanced 3 should never raise to game. Even the tooltip says GIB has 5-9. Am I missing something, or is this a bug?
