trouble after negative double, raise, opener double

GIB seems unable to do sensible things after opener's dbl; doubling opps into game with overtricks seems bad when you have nice 9/10 cd diamond fits to run to.

So:
- need better definition on opener's doubles. First one I think is OK. Should probably be defined as 3- spades, 17+ total points? Don't see why it should show 2+ hearts, and East didn't have that.
- How are west's bids defined? How is west's 4d defined that it can't bid that on first?
- Don't think East has any particular reason to double on the second one? Shouldn't it just pass? I have more sympathy for west passing East's double here, given the spade misfit, and East deciding to double rather than pass or show the diamond fit.
