Opener's Rebid 2C interference

2NT doesn't seem right with no -stop(s) eventho have -stop(s)...
3C doesn't seem right; eventho "no clear direction", shouldn't this bid be stronger ?
3D doesn't seem right with only 5 cards... and not the greatest at that...
3H doesn't seem right with just 2 cards ( although A x might be an exception )...

What is the "least lie" ?

Edit: Wouldn't 3C be a game force ?

2NT seems right to me, it's not a lie at all. I don't recall this bid promising stoppers in all the unbid suits, just in the suit they bid (arguably not even in that suit).
