If South had a good hand with a heart control, South would move past 4S, clearly. Probably 4NT.
There are three remaining options. Good slam hand without heart control, mild slam try with heart control, or mild without heart control.
Thinking logically, I would expect the strongest of these to bypass game, because the issue is probably just control, with probable 5-level safety otherwise. If no safety, is mild.
This leaves mild with and without. Two bids for two holdings. Logic suggests the obvious of 4H mild with, 4S mild without.
Now, judgment is up to you.
