After an opponent preempts and partner changes suit we play that double is penalty and stealing our suit. This leaves out a takeout double and a double for the other two suits. I'm thinking
(2H) P (2S) ?

dbl-spades
3H-minors
3S-takeout of hearts

Any better ideas?

Agree that I should be able to bid spades naturally, or show them by takeout double. This is such a common "psyche" situation (RHO having a safe harbor in hearts) that we should plan for it.
