yes I'd balance with 2 spades, we're vul at imps both opps are limited and we've got an undisclosed opening hand with a good 5 card major

pass cruddy heart holding and I am not going to win the match on this board by balancing but I certainly could lose it too much risk too little reward.

Most certainly it has to be 2 East denied a 4 card suit with his
1NT response and both opps have shown to be limited. Part scores must be contested

They are limited - by 14+10 points. W denied nothing. 6h+4s is possible. I could risk 2s in nv, or MP, but now it's a great way to write down -500. Qxx in hearts is useless for spade game. If partner has 3 hearts without ace, we are quickly loosing 3 tricks.

2. I'm not interested in losing imp matches by 6-7 imps at a time and it will often score my Q against 3 of them that I won't get by passing. My pard often leads a trump if I pass here as well.

There is a risk of a big penalty but that is balanced by all the small gains. I'm going to go for it and bid 2

You have a 5 card suit and 11+ hcp but bidding 2 R/W with this 5332 hand previous round, would probably be a very bad call. (imho 5332 hands shd not make 2 level overcalls at all, unless they are too strong to pass and/or suit is terrific.)

I would be unhappy if it is doubled
I would be unhappy if it is passed out.
I would be unhappy even more if pd raises (and this is assuming he made a good judgement by not raising to 4)

Back to OP, I am a very aggressive balancer. But with this trash+colors+it being teams+Qxx , I am not gonna risk anything and would pass, but balancing is reasonable.
