What's the best use for double here?

No, if 3♦ is weak then 3♠ already shows some life and if you have enough for that you just bid 4 or something.

Dbl is needed to show a flexible hand without primary support. Typically two spades and 4-5 hearts. But you will sometimes have to double with less perfect hands.
