You can, double and pull 2♦ to 2♠ shows this sort of thing, but I'm not sure I'd do that vul and with this particular hand.

You can also potentially bid 1NT, which some play as Raptor in this position rather than specifically the minors.

Yes, you can balance at the 1-level (and sometimes at the 2-level) with a 4-cd major.
The hand is not too attractive despite the shape (red, soft values, the worst holding in LHO’s suit...), and balancing might help opps find their D fit. Or suggest partner to introduce them.
It is unlikely we have a game to play. But I’d commit the 1S bid depending on mood.

Playing the overcall structure you can bid 2♠ to show 4+♠ & 5+♣. I take it a bit further and would use 2♠ as a Frelling 2♠ style up to 14hcp for the 2 suited hand and 11hcp for the long ♠
