is explained as 12-14 balanced when I use it myself playing the GIB system, but it seems to me that GIB never uses that bid. It always rebids 2M.
Is this really so? Or does GIB actually rebid 2NT with certain hands?

I believe you're correct and it doesn't exist. Even with 65432 AQT KJT KT it'll rebid 2♠.

After intervention it appears to exist. In a free daylong I had this auction
1♠-(p)-2♦-(2♥)
2NT
explained as 12-17 points with a heart stopper and 5-6 spades. It happened to have something like AKJxx-AQ-xx-Jxxx.

most of the times when I use them they always rebid 5 card major with a minimum
