Why can not GIB penalize?

The GIB can't notice penalty situations and always bid after a double even on 4th level. Have a look at this hand:
4♦ doubled would be +100, but 4♠ couldn't be made and struck a bottom. Why isn't t/o double limited upto 3♠ as common?

Just looking at the title of your post, "Why can not GIB penalize?", GIB frequently penalizes, unfortunately a lot of the time it's GIB's partner that is penalized. It's a lot more fun when it's 2 GIBs having a disaster.
