Opponents can do that over a double and you are even worse off as you have failed to show either of your suits, and as you say, it is far from ideal if partner converts the double to penalties.
If you are not going to use a two suited convention with a hand like that just because it isn't perfect, you might as well take it off your convention card.

Partner doesn't have to have a second heart even though the finesse is likely to be on, and I wouldn't rule Axx, x, xxx, Qxxxxx out, 2N is much more likely to be weak than strong (and for us never in between), so just bid 5♣ and let them guess.
