He is, but it's equally reasonable to play for W to be 1363/1462 and when E discards hearts to keep the club guard, leaving the sole heart guard with W you now need to cash the clubs to squeeze him in the reds.
I think the guide would be that W would have to discard a club on the spades if he had less than 4, so the minor suit squeeze is the one to play when he doesn't discard one.
W is actually under pressure on the penultimate spade as he can't let go a diamond without you ruffing them out and discards a heart which is the revealing card.
