I guess this one has been beaten to death (even in worse cases where the robot had a major fit), but as we continue to pay for it :(

minimum takeout response in minor repeated, with 4 cards explained as 5

I think this is quite dissimilar to other topics about rebidding suits, actually. It's not rebidding the suit for normal reasons - it's bidding it based on simulations only:

- it thinks the opponents will never double (GIB's book doubles are hopeless)
- in fact in most cases it thinks East will bid game (even though the humans that came before were just about to pass out 2NT)

While it "knows" West has shown 12-14 HCP and East exactly 12 HCP (rubbish database definition), it also knows it holds 7 and South holds near opening values too.. those don't add up, so it trusts you more than the opponents and expects a nice score defending game.

I don't believe rebidding the 4-card suit is an issue. Suppose the clubs had been xxx and the KJx were in spades. Now you are near the maximum for your advance, and it is not insane to feel you want to bid again. And what is there but to rebid the suit? Why would the robot be programed to alert 5+?

As a passed hand that then freely bid a minor ignored by partner?

I beg to differ.

Now that is a better question :)
More in general, how can it be programmed to alert and explain agreements that it does not play?
This is in blatant violation of the letter and spirit of the Laws.
