Who says your double of 4♣ is a penalty double??? The description of double says "2+♣; 16- total points". That doesn't sound like a penalty double to me.

If it is a takeout double then the description will show a shortness in the suit. I think the robot bidding system description never uses the word "penalty", and it only shows length in the suit in these situations.

That means 100% of the field have learnt that you do not double for penalties with robots, as discussed multiple times already. It's up to you as to how many bad scores you'd like to get before you join that club.

In real life bridge, if you made a penalty double without a huge trump stack in an auction somewhat like this, you would have transferable values. You have next to none. You are also playing with a GIB. GIB loves taking out doubles, and has for decades.
And, the GIBs are in a forcing auction. Maybe they will end up in spades, or 5 clubs, or even higher. Why double them in a part score when they are going to continue bidding?

What are transferable values? Also, what kind of trump stack is normally required to double a 4-level contract?

Transferable values work on either defense or offense.
You have lots of slow tricks. Great on defense.
Not so good if you're trying to take 10 tricks before they can take four
