Not really.
A common problem hand for 14-16 1N and having opener jump to 2N after 1x 1Y is when responder has a bad hand with a 5 card major. He can’t get out in 2M. But we can. It’s a big winner for us.
Also, when opener has to rebid 2N in 17-19, responder has no invitational bids. He has to guess to bid game or stay low (2N or 3x). He’s going to guess wrong sometimes.
But when the 17-19 rebid is 1N, responder has room to invite. Say you hold a good 6 count. If opener has a good 18+, game is probably reasonable (esp at imps). But game rates to be bad if he has 17. Your guess over 2N.
But over 1N you will usually have 2 level safety with your combined 23 count. This is a steady winner for the method. Indeed, after now more than a decade of playing T-Walsh, with the 1N rebid after 1C 1R, my feeling is that this is THE most consistent source of good results
