hmmm someone should invent a convention that allows you to show limit raise values as a passed hand without committing to the 3 level. maybe 2♣ or even 2 of both minors could be used for such a meaning.

Without any gadgets I would bid 3H.

A tad to weak (too many losers) for 3♥.
I'd bid 2♣ if I have Drury on my SC, 2♦ if I have 2-way Drury (showing 4-card support).
If Drury isn't an option I'd probably (over)stretch to 3♥ anyway.

assuming drury isn't happening else this isn't a problem, probably 3H. but make me 33(43) instead (one less trump) and i think 2H would be my bid.
