Is it really reasonable to think that South wants North to pick a contract above 4♥ when North/South have already tried to sign off in 3♦? Shouldn't South's double be for penalty?

A North who bids 2NT could be planning to sign off in 3m or could be planning to force to 3N, or some things in between. So, since our North is a passed hand, all we know is that he is 0-11 HCP and 0-12 total points. What's the problem there?

i understand but thats not what it says, it doesnt say 0-11 hcp
is playing lebensol against a 2 suit overcall normal?
it would seem that
double=does that show spades then or what
2♠=would be some sort of force
3♣3♦ what would they show
2nt/3♥ are they stayman with heart stopper
3♥ stayman without heart stopper
if GIB were to bid 3NT slow that shows stopper in ♥
but cant possibly say anything about unknown minor
I would say GIB competed on a hand it didnt need to compete on just
because you opened 1NT, just off this auction GIB should expect you to
have 4♠ and 2-2 or 2-3 in minors, I could see where competing at this hand
might be more important at matchpoints then imps.

East has clear double of 3♦, isn't most likely 3 tricks in the indicated suit enough when partner has done a strong sequence.
