Playing with my regular partner and light 4 card overcalls (P is probably limited to 14 or so HCP and could have a spade suit lead direct rather than a real overcall and this sort of 'everyone bidding' auction is usually a leading sign partner is joking around), I feel much less ambitious about proceedings, 4S seems unlikely to make. Still I have a nice dummy for spades so I'd start with showing a fitted game try (3C) and won't move over partner's actions.

Making 5. I think it's difficult to assign blame. North could have a lot less (6+) for the 1♠ bid but South does have 5 good spades.

Given the bal. nature of your hand, makeing the LoTT bid is not the best,
espesially, if you happen to hold spades.
You are strong enough that game is still an reasonable option, so give it a
try, but dont force it.

If your 1S overcals start with 6HCP, having 12HCP is better than min.
And if your overcalls start at a very low limit, partner needs more to make
an invite.
Having said this - If you play such wide range overcalls, you need to introduce
mixed raises, one way or the othe, otherwise you will keep guessing, if what you
have is enough or not.
Mixed raises introduce a 3rd rande, (min, med, max) instead of (min,max), making the
ranges of the various sections smaller.
