I think the best tie-breaker would be to have the team who catches the naked guy win.

And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."

Here's an idea - how about using the earliest goal as a tie break. E.g. if the first goal of the first match was at minute 24, and the first goal of the second match was at minute 13, hand it to the team who scored at minute 13.
