I've also spotted this habit in my partner.

If your partner does this but you don't, how should it be disclosed on the CC?

My 1980s partner and I disagreed on some borderline cases of whether to Stayman/transfer over partner's 1NT opener or just play NT, and whether certain hands should splinter or do something else. Our agreement in such cases, since partner was going to be declarer, was that we would each do what the other one wanted. With that agreement, you would upgrade those splinter hands, Frances, and your partner would refrain from doing so. Still hard to put on the convention card...

in last weeks mixed championships my partner alerted my 3rd hand non vuln 1nt opener as:

any random crap hand but may accidently be 15-17 balanced

she was sooo right, I upgraded my j9xxxx holding in clubs by 7 points.

back to the hands given,
I downgrade the first one, but not the 2nd one.

quick check on KR
K&R (AJ7 JTxx KQJ AQ9) = 16.30
K&R (AJ74 KJT3 AJ KJ3) = 17.45

2nd hand seems very borderline.

the first one has defenatly not enoug playing strength to play game vs a random 6 or 7 count, it needs more, thats why would open it 1NT

This sounds really good but what does it mean?

I know that most 18-counts are very strong compared to average 10-counts, but that's probably not what you meant to say.

Are you saying that the average 18-count is better than an average 18-count because it will probably have some aces? Won't it have some queens and jacks as well?

Let's compare 2 ways to get to 18 points, 3 aces and 2 kings or 1 ace, 1 king, 4 queens, and 3 jacks. For 3 aces and 2 kings there are 24 permutations of the honors and 36C8 permutations of the spots or 726248160. For 1 ace, 1 king, 4 queens, and 3 jacks there are 64 permutations of the honors and 36C4 permuations of the spots or 3769920. 3 aces and 2 kings is 192 times more likely. 3 aces and 2 kings will be slightly less likely to be notrump shape, but I don't think nearly enough to make a dent in the advantage.

If han doesn't downgrade a hand then no one should, for real.

Do you really think this is a valid Dogma ?
Cannot believe that from you.

First off, FYP (the words in italics). Second, most of my partners won't put me in 3NT with 6 or even a lot of 7s, if your partner does then maybe you can downgrade. Third, KnR hand evaluator tends to downgrade balanced hands. Fourth, I like a challenge as well as applying pressure on opps, so even if you agree with #1 I am still going to play the hand. Fifth, I play Precision, so neither hand is a problem :)
