I'd bid 4♦. If partner bids 4♥, I'll bid 5♦. Partner should then play me for something like this hand -- length in the minors, no control in clubs, no heart fit.

I want to be in 5d and in g if partner has 2 of the 3 controls I need.

Depends on system, but playing something like strong no trump Acol (not sure if Standard is similar), 2N is a weak no trump, 2♠ is a reverse.
But yes some system notes would be useful as to what 1♥/2♦/2N showed in terms of suit length and values.

If partner has a stiff diamond won't we lose about four tricks?
The hand is nearer to just bidding 3♦ (nf, but partner can go on) but that seems a trifle wet.

As the OP bids 2 ♦ with the given hand, it must be gf, not just constructive but nf. In this case, is 2 NT not usually 15-17?

2♦ I suspect is neither, it's usually F1 where I come from.
But yes 2N is dependent on your NT range and whether you open 5M332s 1N or not

If 2N is GF, I see no reason to bid more than 3♦ initially. The danger of exclusion is that partner is missing A♦ and has ♣Ax. Now a stiff club lead cuts you off from dummy's hearts, so knowing he has one non spade ace may not help.
