Yes - that is the strategy.

The rule is to never leave your offensive potential unexplored in this type of auction, but after that, it is gloves off. It's entirely possible we go for 1100 against a non-making game, but I believe bidding is a winning strategy. This is not entirely drawn from instances of this exact situation, but many where the same principles apply (though the stats do not represent a slam dunk, by any means).

Just curious, but how many points do you need for 4 or 5 to be the favorite to make?

I know of no better way to handle this hand. A direct 4NT also gets the suit right, but it misses on the chance to play 4S.

Partner figures to have four cards in hearts, but failed to bid 2NT, so probably has a maximum of 14 points, most likely less, maybe much less. If he is short in hearts then he will be even weaker as he failed to double. Of course bidding could be the winning move but I reckon the percentage action is to pass.

Actually 4 N is tricky. P is going to assume minors at first, So 5 means better than so you must pass when 5 may well be best

I am a passer. If I was in North seat I would be bidding 4 on a wide variety of hands, What has West got? He failed to double or bid 2N or bid a suit. He could easily have 5 and up to 10 HCP and North has found an aggressive raise with 2 cards and 16 hcp and walked into a 5-0 break that puts it down.

Of course I don't know that partner has four hearts, but I think it is quite likely. He always does whenever I bid 4S on this sort of hand.

BINGO!! Although I agree with the comment that distribution matters as well. Is not the question still pds pass? If I was playing in a pick up game and had a pd who passed this with 13-15 point count and 4 spades. they would go on the blacklist.
