My answers may not apply to NZ bidding, however, depending on what I could have for my opener over there.
For me, playing K/S:
At other vuls, at matchpoints, I might go double "if partner converts I have extra defence, and I don't mind 3♦", but that's aiming at a really tight spot, and they might bid 3 anyway, which will be more lucrative.
(*) For "always doesn't always mean Always, never means Almost Never" Bridge Values of 'don't'.
For me, playing K/S:
- This isn't much more than a minimum, although the 4-6 is a bonus;
- One of "double or pass" shows the strong NT
- we play "they don't(*) play 2-of-a-fit undoubled", so my hand has to do something, because it's the short trump hand.
- A little quirk: we allow "overstrength preempts in the minors" as an exception to our "1m is sound"; 3♣ here would imply that.

Pard could not double or bid 1S, so there seems little point in trying to introduce the spades. I think 3C looks normal, with double showing the strong NT, and 2NT showing secondary diamonds. Pass is hopeless.

I wonder what the actors, especially those that bid 3♣ expect partner to bid 3NT on? And what action you take with a king or more better?

I'm with mycroft, except that I'm definitely in the "pass shows the strong NT" camp, because one always plays "pass shows I have their suit", and out of "strong NT", "clubs and a pointed suit", and "clubs and hearts", the first and the third share more similarity (as far as where you want to end up) than the second and third.
I probably double at MPs and bid 3C at IMPs.

I wouldn't expect partner to bid 3NT on any hand (other than a trap pass of 1♥).
As I haven't yet decided what I'd do with the original hand, I can't tell you how adding a king would change it. But adding ♠K would make biddign 2♠ more attractive, and adding ♣QJ would make bidding 3♣ more attractive.
