Just play bridge robot. Human South.

GIB recognizes 4 as a cue bid according to the explanation given, but rather than bidding 4 it just blasts into 5. The explanation also indicated that 4 was forcing to 4.

Just sad. What was the 5D blurb? What was the range in 4C blurb? Still ridiculous to not cuebid spades. Plus has a max 9 HCP.
Another case of GIBBO being a BIG ZERO when there is competition.
Maybe "it" "thought" max 17 HCP.
Or maybe since there wasn't a jump to 5D after 3S which would simultaneously show game AND deny spade control.
Who knows? I walk on eggshells and try to get a plua.

So the problem here is that it wants 11+ total points to cue bid as North even though it can't have 11+ total points given that it limited itself with 3D. They have to adjust the cue bid rules so that it's OK to cue if partner cues and you are max within your previously defined "box". I don't know what rules they have that make it want 11+ to cue as North, maybe it's dependent on what South's cue supposedly shows? Another problem is that there's no useful distinction between 4d/5d here, 5d is 7+ points and 4d is 5+ points.

It is a pretty rare auction, it's very hard for South to have a legit slam try when North has made an allegedly weak raise (North's hand is on the border of being too strong for the call depending on style + how much you value the HJ on the initial information). South has to have a possible 2c opener as here, although I agree with not opening 2c with the 2-suiter, minors, plus GIB's current awful continuations after 2c-2d-3d auctions.
