No - only the other kibitzers can.

There is an option when setting up a table that determines whether kibitzers are allowed to talk to the players at all. If not set, then the kibitzer can't direct chat to the table (or probably to a player either, although I've never tested that).

That's the difference between ->Table and ->Kibitzers. Table goes to both players and kibitzers, kibitzers is just kibitzers.
