If we invite and partner bids 3NT, it might be a good contract but it's also possible that they are counting for us to have help in either hearts or clubs, or that they have a 5-card suit (or a 6-card suit with a bad split) and simply can't establish 9 tricks. There's also the risk that 3♣ is too high if partner has a minimum and the breaks are not friendly.
Would 2♦ be forcing, by the way? I think my second choice would be 2♦ regardless of whether it is forcing or not, but of course a non-forcing 2♦ bid could easily lead to the wrong partscore.

I recently posted a hand which was 7 solid clubs and AKx in a side suit, 3-0 in the others, void in the suit opened, on BW many more overcalled 2♣ rather than doubled (although a lot bid 3♥), if you simple overcall on this much, you need to bid.
