Making a takeout double with GIB is like playing with fire. If you can avoid making a takeout double, that will usually be your best option. As Roseanne Roseannadanna used to say, "It just goes to show ya! It's always something!". Making a 2nd takeout double opposite a passing GIB is almost certainly going to end up badly.

It doesn't really matter what basic GIB does here, because it's clearly something advanced GIB should decide.
Can anyone definitely say that if you have a proper hand for both doubles, passing is worse? I looked at some of GIBs sims and the times when 4♥x was making, 4♠x was going down more.. [edit]sorry, this was incorrect, it was more that 4♥ was going down most of the time.

Isn't that more a question of agreements?
GIB explains it as an old-fashioned 2-suit takeout, in which case keeping the clubs in the picture has some justification.
I guess it also depends on what 2NT would mean here.

But there's no symmetry; you would never double with 5 spades and 4 clubs, but would the other way around. So partner will be giving preference to the minor when having 3-3, meaning you'll miss spade fits.
And yes, it has two suited options (both 2nt and 2♦ iirc.)

Passing 4♥X seems automatic to me. We've got a balanced hand, no 5-card suit, no 4-card suit we could play at the 4-level, and our only possible trick is in their trump suit.
