legal 1 NT open with unbalanced hand?

I recently was playing in an ACBL BBO online tournament. Our opponent opened 1 NT. I actually had a good biddable hand but not over the 1NT. After we played the hand - I see that my opponent opened 1 NT with 15 HCP, and 7-2-2-2 distribution. I thought this was not a legal opening and I called the director to ask. The director said he hated the opening but it was legal. I think he said the rule was no more than 10 cards in 2 suits?

Is this bid legal under ACBL rules and is the rule that no more than 10 cards in 2 suits is the key?

Any help is appreciated.

Found it. Thanks. Section 2h. Totally counterintuitive to see that as a balanced hand. Good info to have.

I used to feel guilty opening 5422 lol

I have learned so many bad habits here

Didn't there used to be only one doubleton allowed - I was just getting used to opening with singleton honours
