I also think 3 ♥ is right.
It's a 5 loser hand, so that's enough. Partner should realize that you have to have a good hand and a good 6 card suit to step in at this level.
I'm also a doubler if 3 ♠ gets passed back to me.

2. Double = T/O. Might well work better. But leaves you uncomfortably placed if opponents bid 3♠.
